At its meeting in October 2019, the Cultural Committee of the City of Kaiserslautern approved the introduction of a cultural award. Many local authorities already award such a cultural award to honor outstanding achievements in the cultural field. This award serves, in particular, to recognize private and voluntary commitment in this field that is not institutionally supported by the city.

The terms and conditions of the competition stipulate that the prize should honor "outstanding achievements in the field of production or presentation of the visual arts, the performing arts/theater and dance, literature, and music" that "are connected to the cultural life of the city of Kaiserslautern, either through the person of the prizewinner or through the work." The prize can be awarded to natural persons, legal entities, groups of people, or institutions that do not regularly receive public funding, explains Dr. Christoph Dammann, originator and head of the Cultural Department.

Any resident of the city of Kaiserslautern may nominate potential award winners who have achieved cultural achievements worthy of recognition until March 31. These nominations can be submitted in writing to the Kaiserslautern City Administration, Cultural Affairs Department, stating the full sender's address. A description of the achievement must be included with the nomination.

The award is then made by the Cultural Committee following a proposal from the head of the cultural department, who is also a member of the board of the Sparkassenstiftung – Kunst und Kultur. One or more proposals may be submitted to the Cultural Committee. The decision on the proposal(s) to be submitted is made by the head of the cultural department after consultation with a representative of the board of the Sparkassenstiftung – Kunst und Kultur and the head of the cultural department. The Cultural Committee then makes its award decision by a simple majority. In the event of a tie, the head of the cultural department has the deciding vote. The award will be presented in a celebratory setting, for example, after the summer holidays at the first symphony concert of the new season in the Fruchthalle.
